The Ground Stated
For each redaction, the response states the ground relied on.
Intent
Seeing that something was withheld is only useful with the ground beside it. The ground is what the person weighs, and what they can dispute.
How to test it
An assessor scores the criterion against a single response:
- Score 2
- Each redaction carries the ground the organisation relied on to make it.
- Score 1
- The response gives the grounds relied on across the copy without tying them to particular redactions.
- Score 0
- The response shows redactions without stating any ground.
- Not applicable
- The organisation redacted nothing from the copy.

This criterion reflects Article 5(2) of the UK GDPR. That mapping is a guide, not a legal test: conformance is judged against the criterion, not the article.
