The organisation provides the response free of charge.
Intent
A charge is a barrier that falls hardest on the people with most reason to ask. The response is free, and a fee is only allowed in narrow cases the organisation has to justify.
How to test it
An assessor scores the criterion against a single response:
- Score 2
- The organisation provided the response without charging for it.
- Score 1
- The organisation charged for part of the response but not for the whole of it.
- Score 0
- The organisation charged the person for the response.
