No Discouragement
No step in making a request presents a message or question that urges the person to reconsider, narrow, or withdraw it.
Intent
A person part-way through a request should not meet a message designed to change their mind. Friction added at that point is a barrier to a right, however politely it is worded.
How to test it
An assessor scores the criterion against a single response:
- Score 2
- Every step of making a request asks only for what the request needs, and no step suggests the person reconsider or narrow it.
- Score 1
- A step offers an alternative to making a request, such as contacting support first, but the person can carry on without taking it.
- Score 0
- A step asks the person to confirm they really want to continue, warns of delay or effort, or presses them to narrow the request.

This criterion reflects Article 12(2) of the UK GDPR. That mapping is a guide, not a legal test: conformance is judged against the criterion, not the article.
